The announcement by Fahmi Fadzil, MP for Lembah Pantai that the KL City Hall will replace all lifts at PPRs that are over 10 years old is most welcome.
However it will reduce problems if the lifts and the maintenance of the PPRs are placed under a consortium or a corporation controlled by the Federal Government.
This body could also manage low cost developments such as low cost flats which often experienced problems with their maintenance.
There are residents of low-cost flats with a small number of dwellings having to pay higher maintenance fees as the total maintenance cost are being shared among a small number of residents. Bulk maintenance contract together with other developments would reduce the fees paid by the residents
There are also maintenance companies that could not afford to stock adequate parts and this resulted in any repair taking much longer as they need time to get the parts delivered.
Disputes also often occured between maintenance companies and residents represented by their MCs (Management Corporation) or JMBs (Joint Management Body) resulting in maintenance being suspended or repair works being delayed.
Although lifts are more complex as they involve long-term contracts and require the use of original parts, direct government involvement would help. It will be more effective than any "ad hoc" committees that only meet when there is a problem.
It is time for the government to take over the maintenance to ensure the well-being of the people and to protect their interest. Maintenance fees could be reduced, repairs could be carried out faster and disputes could be resolved.
